Our Mission
PANAM San Diego/Ensenada 2026 aims to foster transdisciplinary, hemispheric dialogue on transportation systems across the Americas. By convening scholars, practitioners, and policymakers, the conference promotes research and practices that address regional mobility challenges with an emphasis on equity, sustainability, and innovation. In the spirit of collaboration and exchange, PANAM seeks to build bridges—across disciplines, languages, borders, and communities.

PANAM San Diego/Ensenada 2026 explores the future of transportation across the Americas through innovation, equity, and sustainability. From public transit and freight logistics to intelligent systems and infrastructure, the conference addresses critical challenges shaping mobility today. Dr. Carlos Paternina
San Diego State University
Carlos D. Paternina Arboleda is Faculty at the Fowler College of Business, San Diego State University, and former full professor at Universidad del Norte in Colombia. He holds a Ph.D. in Industrial Engineering from the University of South Florida. His research focuses on AI-driven optimization in freight transportation, supply chain analytics, and smart port systems. He serves on editorial boards for journals including Supply Chain Analytics and Latin American Transport Studies. His work integrates intelligent algorithms into decision-support tools. He has co-chaired several international conferences and currently co-chairs the 2024 ICCL (Monterrey, MX) and PANAM 2026 (San Diego, CA).
Dr. Miguel Jaller
University of California, Davis
Miguel Jaller is a Professor and Chair of Civil and Environmental Engineering at UC Davis, and co-directs the Sustainable Freight Research Program. He holds degrees from Universidad del Norte and Rensselaer Polytechnic Institute. His interdisciplinary research focuses on sustainable transportation, freight and logistics, micromobility, electromobility, and disaster response logistics. Dr. Jaller develops tools to assess the societal and private impacts of transportation systems, technologies, and policies. With over 15 years of experience, he has led projects globally for public and private organizations. He is an Amazon Scholar working on decarbonizing goods distribution and actively contributes to various professional communities.
Dr. Diego Tlapa Mendoza
Autonomous University of Baja California
Diego Tlapa is a Professor of Industrial Engineering at the Autonomous University of Baja California (UABC), where he also earned his M.S. and Doctor of Science degrees. He holds a B.S. in Industrial Engineering from the Technological Institute of Ciudad Juárez. His research focuses on supply chain management, process improvement, lean manufacturing, and Six Sigma. He has authored or coauthored over 50 journal articles, book chapters, and conference papers. Dr. Tlapa has contributed to numerous research projects and is a member of Mexico’s National System of Researchers and the Optimization of Industrial Processes Network (ROPRIN), promoting industrial innovation and efficiency.

Dr. Genevieve Giuliano
University of Southern California
Dr. Genevieve Giuliano is Distinguished Professor of Public Policy and holder of the Margaret and John Ferraro Chair at the University of Southern California’s Sol Price School of Public Policy. Her research focuses on transportation policy, land use and transportation interactions, travel behavior, and sustainable transportation. She has published over 200 papers, is a Fellow in Regional Science, and is widely recognized as a pioneer in areas such as gender differences in travel behavior and freight–land use relationships.
Dr. Giuliano directed the METRANS Transportation Consortium for over 20 years, building it into one of the nation’s leading research centers. She has served on numerous national and state advisory bodies, including National Academy of Sciences committees, and has contributed to major initiatives on climate change and freight policy, including work with Caltrans and CARB on California’s Freight Management Plan.
Dr. Angelo Guevara
University of Chile
Angelo Guevara is a Full Professor at the Universidad de Chile. He holds a PhD and an MSc in Transportation from the Massachusetts Institute of Technology (MIT), as well as an MSc and a Civil Engineering degree from Universidad de Chile. He is a Lead Researcher at the Instituto de Sistemas Complejos de Ingeniería (ISCI), a Research Affiliate at the Intelligent Transportation Systems (ITS) Laboratory at MIT, and an External Affiliate of the Choice Modelling Centre (CMC) at the University of Leeds. He serves as Associate Editor of the Journal of Choice Modelling (JOCM) and as a member of the Editorial Board of Transportation Research Part B (TR-B). He is also Director of the Sociedad Chilena de Ingeniería de Transporte (SOCHITRAN) and the Sociedad Panamericana de Investigación en Transporte y Logística (PANAMSTR). His distinctions include the Fulbright Chair and Fellowship, the Martin Family Fellowship, a Leverhulme Visiting Professorship, and an Honorable Mention for the IATBR Eric Pas Dissertation Prize. His research focuses on choice behavior modeling, micro econometrics, value of time, and public transportation, areas in which he has published more than 45 scientific articles.
Dr. Yueyue Fan
University of California, Davis
Yueyue Fan is a professor in Civil and Environmental Engineering at University of California, Davis. She is also a faculty member in the graduate program of Applied Mathematics at UC Davis. Dr. Fan’s research is on transportation and energy infrastructure systems modeling, with a special interest in integrating applied mathematics and engineering domain knowledge to address fundamental challenges brought by data and system uncertainty, dynamics, and underdetermined issues. Dr. Fan directed the Civil Infrastructure Systems (CIS) program during 2020-2023 and the Regional Innovation Engines program during 2023-2024 at the National Science Foundation.
Dr. Oscar Oviedo Trespalacios
Delft University of Technology
Oscar Oviedo-Trespalacios is an Associate Professor and Director of the Future Mobility Program at Delft University of Technology (TU Delft). He also holds honorary positions in universities in Asia, Europe and Oceania. His research focuses on human–technology interaction in transport systems, with particular emphasis on behavioral dynamics, automated and connected vehicles, and the real-world use of mobility technologies. His work examines how transport systems evolve through everyday interaction, including patterns of adaptation, disengagement, and non-use, and how these processes shape system performance over time. He has published extensively in leading journals in the field, including Accident Analysis & Prevention and Transportation Research Part F: Traffic Psychology and Behavior, and serves as an Associate Editor for both journals. His research combines naturalistic data, experimental methods, and sociotechnical analysis to better understand how transport technologies perform in real-world conditions.
Dr. Jorge Medina Armienta
Transpoint Intermodal
Dr. Jorge Medina Armienta is the General Director of Transpoint Intermodal, a leading company in intermodal logistics solutions in Mexico and North America. He has more than 30 years of experience in the logistics industry, international trade, and business development. He also participated in the design of the Ibero-American Network for Logistics and Trade, as well as in strategic modernization and privatization processes for port and railway services in Mexico.
Dr. Antonio Ortiz-Mena
Georgetown University
Dr. Antonio Ortiz-Mena is an Adjunct Professor at Georgetown University and President & CEO of AOM Advisors. A specialist in international political economy, trade, and U.S.–Mexico economic relations, he previously served as Mexico’s Minister for Economic Affairs in the United States and was a member of Mexico’s original NAFTA negotiating team. He is widely recognized for his expertise on North American trade, supply chains, and geopolitics.

We are happy to announce that in partnership with Nature and Dr. ir. Gonçalo Homem de Almeida Correia (Editor-in-chief) of the npj Sustainable Mobility and Transport journal we will be selecting the Best Paper at the XXIII PANAM Conference.
The winner of the Best Paper Award will:
1. Be able to publish the paper with a waiver for publishing open access in the npj Sustainable Mobility and Transport journal (Nature portfolio) after passing the journal’s review process; and,
2. Will receive a prize of 250 Euro.
Successful manuscripts would contribute by showing how we can make our mobility system more sustainable in one or more of its three pillars: equity, environment, and economy.
The journal is also oriented to practitioner-ready papers.

Extended abstracts will undergo a double-blinded review process for approval and should adhere to the following guidelines:
Word Count: The extended abstract should be between 1,500 and 2,000 words (maximum 6 pages).
Format: Use the official congress template (available on the call for papers).
Content: The texted abstract must include the following elements: Main objectives of the research, Scope, Methodology, Results, Conclusions
Structure: The extended abstract should include: Introduction, Literature Review, Methodology, Results, Discussion, Conclusions
Languages: Submissions are accepted in English, Spanish, and Portuguese
Submission Options: Prospective authors can opt for:
Presentation and Publication: Accepted extended abstracts will be published in the event proceedings with an ISBN.
Presentation Only: Authors may choose not to publish their abstracts in the proceedings.
Additionally, authors of accepted abstracts will have the opportunity to submit their complete manuscripts to special issues in journals that will be announced during the event.
The organizing chairs Dr. Carlos Paternina (San Diego State University) and Dr. Miguel Jaller (University of California, Davis) are pleased to announce that the XXIII PANAM Conference, originally planned to take place solely in San Diego, will now be held as a binational event in partnership with the Autonomous University of Baja California (Universidad Autónoma de Baja California).
This development reflects our commitment to hemispheric collaboration and the importance of dialogue across borders—linguistic, institutional, and geopolitical. In response to evolving global and regional dynamics, and in alignment with our conference values of equity, inclusion, and regional responsiveness, PANAM 2026 will feature satellite events in Ensenada, Mexico, alongside its core programming in San Diego.
This binational format underscores the transnational spirit of the PANAM Society and reinforces our dedication to fostering scholarly exchange that is rooted in place, yet expansive in scope.
We look forward to welcoming you to this historic edition of PANAM in 2026—now more connected than ever.
The 38th Annual CSUPOM Conference will now be held concurrently with the San Diego portion of PANAM XXIII. Its theme will be: “Innovation, Teaching, and Research in Operations & Supply Chain Management Across Borders.
